I believe that this pilot is Lieutenant Colonel William F. Barnes, USAF, who set a speed record of 715.745 mph in another F-86D Sabre, 51-6145, at Salton Sea, California, 16 July 1953.

That is indeed Colonel William F. Barns. There’s no ‘e’ in his name, but it gets misspelled often, even in his Smithsonian entry.
He was an amazing guy.
